Objective and Functions


 I. Objective of the Department:

The main objective of the Department of Electrical Inspectorate is to implement Safety provisions under the Electricity Act-2003 and Central Electricity Authority Regulations, 2010 to ensure Safety by minimizing the danger to human beings, animal life and damage to the property and equipment.


 II.Functions of the organization:

The Electrical Inspectorate organization is responsible for enforcement of the provisions of

i) The Electricity Act, 2003.
ii) Central Electricity Authority (Measures relating to safety and electric Supply) Regulations, 2010.
iii) A.P.Cinemas (Regulations) Act, 1955 (Telangana Adaptation)
iv) A.P.Cinemas (Regulations), Rules, 1970 (Telangana Adaptation)
v) A.P.Electricity Duty Act, 1939 and Rules made thereunder (Telangana Adaptation)
vi) The A.P.Electrical Licensing Regulations, 1987(Telangana Adaptation)
vii) Implementation of "The Electrical Wires, Cables, Appliances and protection devices and Accessories (Quality Control) Order, 2003."

 III. The works of the Inspectorate covers the following:

 (A) Chief Electrical Inspector to Government (HOD)
a) Approval of Electrical drawings (Electrical designs), Inspection and issue of Statutory approvals for installations voltage exceeding 650V and including supplier's installations under regulation 43(3), 43(4) of Central Electricity Authority (Measures relating to safety and electric Supply) Regulations, 2010transformer capacity 1 MVA and above.
b) Approval of Generating units capacity 1 MVA and above irrespective of voltage including additions and alterationsunder regulation 32 of Central Electricity Authority (Measures relating to safety and electric Supply) Regulations, 2010
c) All transmission lines and distribution system except 33 KV
d) Approval of Multistoried buildings of height 27 meters and above (above 9 floors) under regulation 36 of Central Electricity Authority (Measures relating to safety and electric Supply) Regulations, 2010

 (B) Divisional Heads:(Dy.Chief Electrical Inspectors and Electrical Inspectors)
a) Approval of Electrical drawings (Electrical designs) Inspection and issue of Statutory approvals for installations voltage exceeding 650V and including supplier's installations under Central Electricity Authority (Measures relating to safety and electric Supply) Regulations, 2010 of transformer capacity below 1 MVA irrespective of voltage.
b) Approval of Generating unit capacity above 125 KVA to below 1 MVA irrespective of voltageunder regulation 32 of Central Electricity Authority (Measures relating to safety and electric Supply) Regulations, 2010
c) Approval of Multistoried buildings upto the height of 27 Mtrs. (Below 10 floors) regulation 36 of Central Electricity Authority (Measures relating to safety and electric Supply) Regulations, 2010
d) Investigation of electrical accidents involving multiple fatalities involving 3 persons or more
e) Transmission lines and distribution system 33 KV including that of supplier.

 (C) Chief Accounts and Audit Officer:
i) Implementation of Andhra Pradesh Electricity Duty Act,1939 (Telangana Adaptation) to monitor for collection of Electricity Duty and for interacting with the companies who come under the purview of Andhra Pradesh Electricity Duty Act,1939 (Telangana Adaptation) towards payment of Electricity Duty.
ii) Inspection of Books of Accounts of Licensees and Generating Companies towards payment of Electricity Duty as per Section 3 of A.P. Electricity Duty Act, 1939 (Telangana Adaptation)
iii) All the Licensees and Companies who are exempted from obtaining the License from the competent authorities are liable to pay Electricity Duty at the rate of 6 paise per unit on all sales of energy.As per the amendment No.14 of 2003 all generating companies who generate energy and consumes for themselves are liable to pay Electricity Duty at the rate of 25 paise per unit excluding the energy consumed in the Auxiliaries. The electricity duty on captive consumption has been exempted vide G.O. Ms. No. 63, Energy (RES-A1) Dept., Dt:16-11-2013&G.O.Ms.25, Energy (RES-A1) Dept., Dt:23-05-2013.

 (D) Sub-divisional Heads( Deputy Electrical Inspectors)
i) Periodical Inspections of Installations of all voltages under Regulation 32 of Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2010 including suppliers' installations.
ii) Inspection and issue of approvals under Regulations 52 and 54 of CentralElectricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2010 for installation of X-Ray Plants and Neon sign Installations
iii) Inspection of Temporary Installations to extend supply to exhibitions and public functions to ensure and certify that the installations are free from danger under section 54 of the Electricity Act, 2003.
iv) Grant of construction permission for the proposed Electrical Installations of new Cinema buildings and additions and alterations in the existing Cinemas, Inspections and issue 'Electrical' Certificate in Form-D and Form - D(V) for the Cinemas and Videos under Andhra Pradesh Cinemas (Regulations) Rules, 1970 (Telangana Adaptation).
v) Investigation of Fatal and Non-Fatal Electrical and fire accidents and submitting reports to Government and suggesting remedial measures to the owner of the premises where the accidents have occurred, for rectification and non occurrence of accidents in future.
Vi) Approval of Generating unit capacity above 10 KVA to below 125 KVA irrespective of voltageunder regulation 32 of Central Electricity Authority (Measures relating to safety and electric Supply) Regulations, 2010
Vii) Collection of DG set readings under A.P. Electricity Duty Act, 1939 (Telangana Adaptation)

 E) Licensing & Cinemas:

The Chief Electrical Inspector to Government is the Chairman and the Electrical Inspector, Hyderabad is the Secretary of Licensing Board and the functions of the Licensing section are:

i) Licensing:Issue of Electrical Contractor License and Competency Certificatesand Permits to Supervisors and Wiremen under Andhra Pradesh Electrical Licensing Regulations, 1987(Telangana Adaptation).
ii) Cinemas:Conducting Cinema Operators' Examinations and issue of Competency Certificates and Cinema Operator Licenses to the successful candidatesunder Appendix-VIII of Andhra Pradesh Cinema (Regulations) Act, 1955 and Rules made there under (Telangana Adaptation).

 F) Standards Laboratory:

The Standards laboratory situated in the Office of the Chief Electrical Inspector to Government, Hyderabad and Regional laboratorysituated in Nizamabad. In Standard Laboratorysuch as E.R.S. Meters, Energy Meters, Rubber Gloves, Transformer Oil Samples, Power Factor Meters, Trivector Meters, Frequency Meters, Ammeters etc.will be tested.


 H) Quality Control Order:

Search and Seizure of spurious electrical material as per "The Electrical Wires, Cables, Appliances and Protection Devices and Accessories (Quality Control) Order, 2003 ". At present it is not being carried out, as certain clarification is awaitedfrom Bureau of Indian Standards.
